What is Aqua Regia nitro chloric exactly?

My neighbors friend used to work for a chemical company that shut down years ago and he recently had something called Aqua Regia.What is it?It is in a small vial the size of a blood vial tube.I opened it and the fumes severly irritated my nose.He said it could eat through metal,but I don't believe him,should I touch it?can it eat through metal or melt your skin off is that just hollywood?
