Why doesn't LA have an NFL team?

At one point Los Angeles had not one but TWO teams: the LA Raiders and the LA Rams. Now they don't have anybody! There was talk a few years ago that maybe the Seahawks would move to LA, and some speculate that had it not been for winning the AFC West for 3 of the last 4 years that the Chargers might move to LA since Sna Diego tax payers were sick of reimbursing the team for empty seats at games. But does anybody have a reasonable hypothesis on why there isn't a team in LA? From what I understand it's the largest NFL market in the country!
